Abstract: Trust highlights as an important factor in helping citizens to overcome the perceived risks. Accordingly, the in-depth investigation of citizen’s trust has become a necessity for researchers and practitioners to understand citizens’ acceptance of e-government in developed countries in general, and developing countries in particular. This research paper proposes a theoretical model to achieve this task. The research paper also aims to develop items to measure constructs in the theoretical proposed model. Q-methodology has been used to validate the measurement items that have been developed. However, conducting two-phase Q-sort led to the development of a survey instrument for the theoretical proposed model with excellent reliability and validity of statistical results.
